Recent filings with the Department of Labor’s Office of Labor-Management Standards (OLMS) continue to expose companies engaging “persuader” consultants. These LM-20 forms are a crucial mechanism for transparency, required when employers enlist outside labor relations consultants to influence employees regarding their rights to organize and bargain collectively.
This week’s filings, collected for the public record during the week of July 28, 2025, reveal several new instances of employers retaining persuader services:
- SureBuilt Concrete Forms & Accessories, located at 840 25th Avenue in Bellwood, IL, has engaged GNE Consulting Services, Inc. The agreement, dated June 29, 2025, specifies a compensation rate of $212.50 per hour and involves workers organizing with IUPAT Local 14. The NLRB case 13-RM-367701 is currently “open.”
- US AutoForce in Union City, CA, operating from Central Ave, has enlisted The Golden Rule LLC. The agreement was dated June 18, 2025, and involves workers organizing with Teamsters Local 853. The NLRB case 32-RC-368570 is currently “open.”
- Amazon DAX in Redlands, CA, located at 1895 Marigold Ave, has retained Allee’s Transportation LLC. This agreement, dated June 17, 2025, came with a compensation rate of $2000 per day and involved workers organizing with Teamsters Local 1932.
- Ocean State Job Lot of North Kingstown, RI, operating from 375 Commerce Park Dr, has enlisted The McGraw Group LLC. This agreement, dated May 23, 2025, specifies a compensation rate of $2400 per day and involved workers organizing with Teamsters Local 251. The NLRB case 01-RC-366017 is currently “closed,” with the union having lost the election on June 27, 2025, with 27 votes for the union and 41 against. This filing was made after the tally was announced, which is a violation of the LMRDA.
- Amazon DXH6 in Downers Grove, IL, located at 3700 S. Finley Rd, has retained Keith Williams. This agreement, dated April 28, 2025, came with a compensation rate of $2,000 per day. - Amazon DSD5 in Vista, CA, operating from 3250 Business Park Dr, has retained Viking Labor Solutions. This agreement, dated June 23, 2025, came with a compensation rate of $275 per hour.
- US Auto Force Union City in Union City, CA, located at 33375 Central Ave, has enlisted Quest Consulting. The agreement, dated June 19, 2025, involves workers organizing with Teamsters Local 853. The NLRB case 32-RC-368570 is currently “open.”
The filing of LM-20 forms provides transparency into employer-consultant agreements aimed at influencing employees’ decisions regarding union representation. The U.S. Department of Labor mandates these disclosures to ensure workers are aware when outside parties are involved in their workplace’s labor discussions. Unfortunately, the labor relations industry’s compliance with these transparency rules is low, and enforcement needs significant improvement.
Anti-union “persuaders” can significantly impact the outcome of unionization drives. These consultants employ a range of tactics to thwart union organizing efforts. These tactics include disseminating false and misleading information about unions and their potential impact on worker benefits. They also employ intimidation tactics such as mandatory captive audience meetings where anti-union messages are delivered. Furthermore, persuaders may engage in surveillance, monitoring union activity and targeting pro-union employees, while also following workers, conducting one-on-one meetings, and collecting personal employee information that can be leveraged against organizing workers.
