These LM-20 forms are a crucial mechanism for transparency, required when employers enlist outside labor relations consultants to influence employees regarding their rights to organize and bargain collectively.
This week’s filings reveal several new instances of employers retaining persuader services:
- Amazon DIB (Redlands, CA) engaged RoadWarrior Productions, LLC on May 21, 2025, for a total of $121,260 at a rate of $3,800 per day.
- International Motors, LLC (Lisle, IL) retained RoadWarrior Productions, LLC on May 21, 2025, at a rate of $3,500 per day. This filing involved workers organizing with the UAW.
- Pacific Propeller International Inc. (Kent, WA) has enlisted Davis Grimm Payne & Marra on July 31, 2025, for $440 per hour. This filing involved workers organizing with IAM Local 289.
- Imperial Dade Florida (Orlando, FL) engaged Quest Consulting on July 15, 2025. This filing involved workers organizing with IBT Local 385.
- Midwest Refrigerated Services, Inc. (Elkhorn, WI) engaged GNE Consulting Services, Inc. on July 24, 2025, for $212.50 per hour.
- Hard Rock Casino Rockford (Rockford, IL) engaged Government Resources Consultants of America Inc. on July 17, 2025. This filing involved workers organizing with IBT.
- Tricont Trucking (Jessup, MD) engaged Government Resources Consultants of America Inc. on July 14, 2025. This filing involved workers organizing with IBT Local 355. The union won the election on August 6, 2025, with 60 votes for and 35 votes against. This is an instance of a late filing.
- Ocean Casino Resort (Atlantic City, NJ) engaged American Labor Relations Group, Inc. on December 12, 2023, for $390 per hour. This filing involved workers organizing with IBT Local 331. The union won the election on January 12, 2024, with 35 votes for and 10 votes against. This is another instance of a late filing.
- Chico Heights Rehab and Wellness Centre dba Autumn Creek Post Acute (Chico, CA) engaged The AZ Alignment Group Association on July 17, 2025. This filing involved workers organizing with SEIU Local 2015. The case was withdrawn.
- Convalarium Operations, LLC (Dublin, OH) engaged Labor Relations Specialists LLC on August 5, 2024, for $3,500 per day. This filing involved workers organizing with SEIU Local 1190. There are currently objections to the election outcome. This is another instance of a late filing.
The filing of LM-20 forms provides transparency into employer-consultant agreements aimed at influencing employees’ decisions regarding union representation. The U.S. Department of Labor mandates these disclosures to ensure workers are aware when outside parties are involved in their workplace’s labor discussions. Unfortunately, the labor relations industry’s compliance with these transparency rules is low, and enforcement needs significant improvement.
Anti-union “persuaders” can significantly impact the outcome of unionization drives. These consultants employ a range of tactics to thwart union organizing efforts. These tactics include disseminating false and misleading information about unions and their potential impact on worker benefits. They also employ intimidation tactics such as mandatory captive audience meetings where anti-union messages are delivered. Furthermore, persuaders may engage in surveillance, monitoring union activity and targeting pro-union employees, while also following workers, conducting one-on-one meetings, and collecting personal employee information that can be leveraged against organizing workers.
